What changed in the Golden Visa program
The property route closed — in late 2023, not 2024
The change most people associate with "the Golden Visa reform" — the end of qualifying residential property purchases — actually happened in October 2023, under the Mais Habitação law. Since then, new applications go through routes such as qualifying investment funds (minimum €500,000), scientific research contributions, support for cultural heritage, or creating at least ten jobs. Minimum stay: unchanged
The famous low bar still stands: at least seven days in Portugal in the first year, and fourteen days in each subsequent two-year period. Keep your stay records clean — discrepancies surface at citizenship time.
Processing: slower
AIMA — the agency that replaced SEF in late 2023 — has been working through heavy backlogs, and renewals and citizenship applications take visibly longer than they did in the early years of the program. Every document you can have ready early, including the language certificate, buys you months.
The big one: the 2026 nationality law
On 3 May 2026, Portugal's President signed amendments to the Nationality Law, applying to citizenship applications submitted from 19 May 2026. Three changes matter most for Golden Visa holders:
- The residency requirement went from 5 years to 7 years for EU and CPLP (Portuguese-speaking countries) nationals, and 10 years for everyone else.
- The clock now starts when your residence permit is issued, counting only periods of lawful residence — not from the application date, as a 2024 change had briefly allowed.
- New integration requirements: applicants must show knowledge of Portuguese culture, history, and civic rights and duties, alongside the existing language requirement.
There are transition provisions: applications already pending stay under the old 5-year rules, and for Golden Visa investors there are specific clauses tied to when application fees were paid. What did NOT change: the A2 language exam
Through all of this, the language requirement held still: A2-level Portuguese, the second level of the CEFR — basic communication, simple texts, everyday situations. The standard proof is a CIPLE certificate from a recognised examination centre. CIPLE certificates have no formal expiry date, though some advisors now recommend having a recent one on file given stricter documentation checks.
Exam logistics are predictable: in Portugal, the CIPLE-P variant runs most months except August and December; internationally, sessions run in May, July, and November through the LAPE network.
